Focusing on big hitters instead of discounted shovelware only "fixes" the eShop in that it fixes it in Nintendo's favor.
The Wii U eShop was notorious for always shoving Nintendo's own stawarts in your face, highlighting them before anything else.

Now, that said, Nintendo needed to do SOMETHING about the eShop being cluttered with dodgy little oddities, leading up to the Switch 2. Preparing big eShop releases for launch with the shop looking the way it did must have been disheartening.

So he's saying they MIGHT be incorporating it, but that they won't ever just leave a job to be done by AI.

Seems like the right approach.
AI really isn't speeding up creative decision making, unless you want to just NOT make a decision. So it's debatable how much time it can really save teams.

In all seriousness, Nintendo were pretty forward about opening the floodgates for (potentially also) scams and trash quite early in the life of Switch eShop, when announcing they intended for a minimum of 20 games to release each week.

Here's hoping they require everyone to re-release, if they want to sell more copies on Switch 2, and dial up the scrutiny, now that they can easily afford to do so again.

I do think mouse-functionality will be used A LOT though. Many many strategy games and management sims have released on Switch and enjoyed success there, but will just be much easier to control with a mouse.
Shooters are likely to support it as well.
Not to speak of adventure games of the point-n-click variety, that will benefit from this.

So I definitely welcome a mouse. It's just that... it's old news. And as you say, it requires a flat surface close to you, which is typically what consoles try to shy away from demanding.
