There was never an instance where the car mechanic was implemented in the handheld games, so I wouldn't say the issue has been 'addressed'. It'll most likely be back in Mario Party 11, a console game.

Another instance where the Popular team got more wins by a smidge. I contributed Marie with lots of wins. I'll sure miss the 3 stage rotation and night skins of stages unless they add it as an option later, but I highly doubt that.

As always in NA, most popular side loses. Why? The younger players choose the 'coolest' side and they will lose because most aren't quite skilled. Doesn't matter if you and your team go on a winning streak in the grand scheme, if you're on the majority side then their loses will override your wins.

No official statement was given, Nintendo quietly took it out of the rotation. People started to notice and discussed it over various gaming fourms.

Specifically, Arowana Mall month of December and January. Someone claiming on Squidboards link that the last day the stage was in rotation was the 23rd of December. Before yesterday, Arowana Mall hadn't been seen.
