But I can confirm from my experience, that sometimes people are able to grab items from the pre-order stock.
Which has happened to me a while back where a store gave up the on hold Amiibos to one buyer. And receiving a later date of delivery from Amazon isn’t that uncommon.
Just saying Nintendo might not be the one to blame. Or they are just being sustainable?

Not sure about the plastic statement, a source would be helpful. But considering that cartridges and CD from the 80s still run fine today. They definitely outlast download media.
