My headcanon: Waluigi isn't evil, he is just mario and Warios accountant ( lot of coins to count in the mushroom kingdom!). They needed a doubles partner for Wario to play tennis and have been inviting him along ever since. He and Wario bonded over a mutual love of coins and are dating.
