You don't need to create a separate account as long as you don't have any eShop credit you can just change your Nintendo Account country at accounts.nintendo.com/profile/edit
If you do have eShop credit you loose it if you change your country (it warns you of this beforehand)

It was actually £2.49. People should use deal sites and set up notification alerts. I've been enjoying Federation Force [£3.99], yet to play Monster Hunter Stories [£9.99] or Sticker Star [£7.49]. And I was lucky to find stock of Kirby Triple Deluxe [£7.49] where a family member lives which they didn't mind picking up for me ☺ I suspect Argos will discount more 3DS games yet as they still have some at near regular price eg Luigi's Mansion 1
