@rjejr The app itself might be stopping the download, because although the app alone only is 32 MB in size, there's a ton of extra data to make the whole thing work. It's already using up 517 MB on my phone (no big deal to me, but could be a deal breaker for others).
EDIT: It is worth noting that the app is 79.3 MB in size on iOS, in case anyone is confused.
I do have a quick recommendation to make here: if you are worried about letting your points go to waste, wait until tomorrow to start earning them. Your points expire on the last day of the sixth month you earn them on. Because today is March 31, all points earned today will expire on September 30, but if you wait until tomorrow, they won't expire until October 31 (six months from April 1 is October 1, but points don't expire until the last day of any given month).
Also, for those that are curious, here are my offers that I have, since they're different from the ones listed in the article.

I am by no means attempting to shut down discussion, but when the comments have essentially run into a stalemate, I tried to move the discussion along by calling for proof.
To summarize, on the side advocating for SNES on O3DS, a large majority have resorted to petty arguments (Nintendo is being greedy, trying to sell more N3DS units, etc.), and there's a very small minority that have provided actual arguments, pointing towards other computers and emulators that "work".
On the other hand, the side defending Nintendo's decision to make SNES VC exclusive to N3DS have provided arguments pointing towards how poor the performance is on those emulators and that under clocking the N3DS to O3DS levels shows the performance is far from optimal as well.
I am not expecting perfection. But I am asking for new arguments to this discussion. Either someone provides a unique contention, or I am done with this tête-á-tête.

From my layman's perspective, it would be much more beneficial to add SNES VC to all 3DS models. The move would bring in more revenue. Why, then, would Nintendo make SNES VC exclusive to New 3DS? Obviously, it's not an issue of opportunity cost, so the issue must lie somewhere else. Therefore, it is reasonable to conclude that making SNES VC exclusive to New 3DS is not Nintendo's motive to sell more hardware, but rather, a workaround to make SNES VC available in the first place, albeit to a much smaller audience.

The more I look at the image, the more I'm inclined to believe that this is fake. The images are terribly edited. The box art isn't scaled properly, and some games have two ratings (and you can see an RP rating for Pikmin 3!).
Why on earth would Nintendo reprint City Folk and sell it as a Nintendo Select when we have New Leaf? Especially when the Nintendo Wi-Fi Connection has been discontinued?

Hmm...don't know if I should pick this up or not. I have the NES version on the 3DS, the All Stars version on Wii, and the GBA cart, so this'll be just for the e-Reader levels. Is it worth the $8?
I need to know more before buying. How big will the worlds be? Will it have voice chat? What's the most comparable version, feature wise? How will it look (draw distance and all that)?
Hmmm...I'm led to believe that it's something we don't know anything about, or anything we anticipate, like the Smash Direct, based on how he words it. But, I'm probably reading into it too much. Most likely, it's Smash. A Pokemon announcement wouldn't be that big, per se, unless it's moving into Gen VII.

@Manjushri Both systems have the same resolution, so the only difference is that the pixels are larger on the XL compared to the smaller one.
Personally, I would buy it on the XL since these games were originally made to be played on a larger screen.
