Actually, Bandai Namco does own the copyright and IP of Ms. Pac-Man, but if they ever use her or her game, they would need to pay some royalties to AtGames. In other words, AtGames gets free money whenever Ms Pac-Man is used. I also have a feeling that even if AtGames were to sell the royalties to B-N, it's most likely just to be cheaper to buy out the whole of the company.
I think the point the writer is making is that the density of the world is much greater in Animal Crossing than in GTA. In AC, you can play with nearly every single grain of sand in the sandbox. GTA? Not so much. Even if the sandbox is bigger, it feels like less if you can't play in the whole sandbox.

@dimi Thing is, TWEWY sold much better in the West than in Japan itself. Also, it might be a case where it was released at a very busy time. Most had to choose between Neo TWEWY and The Great Ace Attorney Chronicles. (Also, the fact that Neo TWEWY is locked behind the Epic Store on Windows doesn't help.)
@wuntyme8 I would also add the clearing of shovelware and/or updating the back-end to handle thousands of games in the store. Something tells me that the flood of shovelware is from not having any quality (and quantity) control than having bad quality control. So when does this movie take place? If it isn't 1988, then it's not believable. It would be MUCH more relatable to try to get Mario or Zelda 2 in that Holiday season.
(BTW, Nintendo wasn't lying about not having enough copies of either in 1988. The short story was the chips that Mario and Zelda 2 needed were just being discontinued for better versions of said chips. Add to that ALL NES games were made in Japan, along side the massive need for the same chips for Mario 3's Japanese release... Yea, it was real.)

The real problem with copyright is that it's a one-size system. It's fine when the work is by one or two people, but any bigger than that and it kind of breaks down. That and the base 95 years for a "work for hire" just doesn't work for younger mediums like TV or Video Games. The staggering number of media that is just floating around without a clear owner is worrying for many in the preservation community.
