I do not get how not including cloud saves will stop time manipulation. The previous four entries didn’t have then yet could manipulated all we wanted. This excuse makes zero sense to me.
I don't see how this prevents time manipulation, it should still be doable in the same way it's always been done, preventing cloud saves stops nothing.
The microtransaction model is not only horrid in it's value per purchase in most cases, but promotes terrible game design. Gotcha games for example hide the best and most necessary resources for advancement in the game behind pulls, completely divorcing your sense of reward from the core gameplay.

That's a really nice boost, though unfortunately difficult to justify a new console purchase like the theoretical Pro.
