If you like to play arcade games that way, go for it, just don't assume that was the norm then or now. That said, complaints about the length ARE silly since it's a port of a 1996 game, come on, most anyone looking into this knows what they're in for.
This is fine. Delays don't matter, only the final product does. As long as it doesn't become a Duke Nukem Forever situation, developers should take as long as they need to finish their work. That generally makes for better games, so more power to them.

Kinda weird how Arika is handling netcode better than Nintendo themselves, who have devised better netcode for future games but won't put it in any existing titles. Kudos, Arika. I can always appreciate changes "under the hood" of a game.
As others have pointed out, this is no guarantee that they won't add microtransactions or other sleaziness down the line. It's certainly worked for other games - wait several months until all the glowing reviews are out and players are invested, and then start demanding money. Any consumer outrage doesn't matter to them at that point because they already have the money from sales and existing players will be tempted to give them more.
Focusing on the history of the series means oddities like the creepy Tails doll from Sonic R are bound to show up eventually, and that's enough for me to check it out.

They have a history of saying this with their big-name titles, because companies (particularly their investors) expect every game to simultaneously make all the money available in the world and also make more money than the last product. I'm trying to imagine someone who would spend hundreds of dollars on import hardware just to play old video games that can be googled and emulated within minutes, cause that is something else.
Whether they keep this format or go back to traditional Pokemon for future games, Legends Arceus has so many improvements to the formula that they would be fools to ignore them in future titles. The game is rough around the edges at times but they get kudos from me for finally, FINALLY experimenting with the formula in a game that isn't an obvious side project.
Now the question is whether they can keep this up.

We live in a world where Minecraft is one of the most successful games of all time. Same goes for games like Among Us. Despite what people tell themselves, graphics haven't mattered for some time now. A good art style or clever design will carry a game further than relying on cutting-edge graphics. The only time graphics matter is when they actively interfere with gameplay.
We've been making games and other media about time periods such as this and the wild west for longer than those time periods actually lasted. Something to think about.
