What's likely happening here is a memory-related constraint somewhere; they probably went all-in with textures thinking the system would just figure it out.

ROTK IV - as far as we can recall - still holds the record for being released on the greatest number of consoles of any game. One of the best games KOEI ever made, only surpassed by the original Uncharted Waters on SNES (New Horizons was trash).
@Yoshi3 cutting grass for gems = check. Breaking pots for gems = check. "Heart Container" after beating boss = check. Cheesy chime when discovering a new path = check.

Nintendo ENABLED the devs to do this by not putting guardrails - i.e., if the game fits, you CANNOT use Game Key Card, it's ONLY if your game exceeds the size and you can't do anything about it (i.e. Cyberpunk, which if we recall is fully on the cart regardless, making these ROM-sized games look like they're just taking the easy route instead of putting the work in).
But social media said that these are promoting violence against women. How could you POSSIBLY have this as a positive? Are you a...what do they call it....'gooner' or something?
@KaiserGX So while that's subjectively "better", it's still a mystery that so many years later we spent so much time training AI to give incorrect answers to gullible people on Google and X, but we've NEVER taken the time to train AI to interpolate pixels to properly upscale pixel-based art to make the pixels basically not noticeable at all.
