I can't tell you exactly where, but I got mine from treasure and quests. Also, you shouldn't need a lot of data probes, if you're following the layout that's been floating around.
@Megumi: I solved that by putting most of my probes on Oblivia, theres a probe placement that links to four other places. a duplicator (is that it's name?) probe there, two multiplier ones and two research probes on the four spots around that and I already was at 60k. depends though of how much you've alredy discovered, at that point I had most of Oblivia uncovered.

How do I find a probe if I can't see the day of light coming out the ground? Is there a reason I can't see it? It's the one in north janpah plain if that means anything
I found some tricky ones by getting as close as i can to their location if i still dont see were it is i just go around if im like blocked by a mountain for example.
All I have to say is the leveling up a Sniper first has been a test of patience. It got to the point that I finally swapped my character for Elma just so I could feel like I was actually contributing to battles.
