WayForward, but I do wish they would do more with the Wii U. All they have on there really is Mighty Switch Force HD & 2, and Shantae and the Pirate's Curse.
People keep saying the Xbox One doesn't have Backwards Compatibility.
I don't think they know what Backwards Compatibility means...

Kind of a tough question, when there aren't really that many developers to choose from right now. As such, I can only give credit to WayForward, despite not owning any of their WiiU releases, but all 3DS games.
Hard to say. My favorite games on e-Shop right now are Shovel Knight (Yacht Club Games), Guacamelee (Drinkbox Studios) and Don't Starve (Klei Entertainment), so I'll go with those.
Curve Studios of course. They are constantly releasing awesome games.
Have they developed a lot of games? I thought they published and ported some games, didn't know they developed a lot.
They've done a few but yeah they mostly port games not that it should be accounted against them with games like Stealth 2 and Hydroventure.
I'd probably give it to Shin or Wayforward mainly as they've released more than 3 games I really like so if I say Yacht Club what I really mean is Shovel Knight which seems abit pointless.
Shin'en - Nano Assault Neo, Art Of Balance (Fast Racing Neo coming soon)
Tomorrow Corporation - Little Inferno (World Of Goo on Wii, Human Resources hopefully coming to Wii U)
Dakko Dakko. Yes they have release just one game but a good one, and they kept supporting it by adding a new control mode one year after its release.
Top-10 games I played in 2017: The Legend of Zelda Breath of the Wild (WiiU) - Rogue Legacy (PS3) - Fallout 3 (PS3) - Red Dead Redemption (PS3) - Guns of Boom (MP) - Sky Force Reloaded (MP) - ...

Hard to pick just one. Here's some that come to mind though:
Yacht Club Games
Choice Provisions
Renegade Kid
Curve (not only for the games they made but love goes out to all the developers of the many games they helped publish)
Dakko Dakko
Knap Knok
13am Games
Broken Rules(they did a fantastic job with porting Guacamelee to us! Love goes out to Juicebox too as they're the original creators!)
Two Tribes (for Toki Tori 2+, a bunch of awesome underpriced gems, and soon RIVE)
Tomorrow Corporation (for Little Inferno, World of Goo, and hopefully Human Resource Machine)
Curve Digital (for Hydroventure, Stealth Inc. 2, and their rich output of original games like Lone Survivor and The Swapper)
Broken Rules (for porting Guacamelee and Blek, but where's Secrets of Raetikon pls??)
WayForward (for Shantae, yes, I only love Shantae! Can't wait for Shantae 1/2 Genie Hero)
Eden Industries (for Citizens of Earth, loved it despite it having more bugs than anything else I ever played and that means something)
Klei Entertainment (for Don't Starve)
Zoink! (for Stick it to the Man!)
Nifflas' Games (for Knytt Underground and Affordable Space Adventures)
Double Fine (for The Cave and Costume Quest 2 and hopefully even more games!)
Yacht Club Games (for Shovel Knight)
Dakko Dakko (for Scram Kitty)
The Game Bakers (for Squids Odyssey)
Shin'en (for their magical coding skills, and for Art of Balance, Nano Assault, and Jett Rocket).
...and even EnjoyUp Games with their occasional hit (La-Mulana, UnEpic, and hopefully La-Mulana 2 and 1001 Spikes)
And a few others, but they need to prove themselves a bit more, with more great games!
