I don't think he discounts the idea in the future though, it sounds like they won't do it while there's no games that utilise the function.

I know in the European Nintendo Direct, it was said that the Gamepad will become available to purchase separately once games start arriving for it.

Makes sense. I think there is going to be a shortage of Wii U's anyway in the launch window. Why sell 1/2 of the Wii U as an accessory when there will be plenty of people are looking for a Wii U console.

This actually makes sense. With all of the dumb people out there that thought the 3DS games could be played on a DSi, someone would buy the Wii U GamePad thinking they got a deal on the system when actually...they just bought the controller. Then all they can say to the store manager is, "I'm sorry that I'm a helpless dumb crap. Can I get a refund?"

I own a PS1, GBA, GBA SP, Wii (GCN), 360, 3DS, PC (Laptop), Wii U, and PS4.
I used to own a GBC, PS2, and DS Lite

you truly like the word 'dumb' don't you? anyone who knows less than you is 'dumb'. anyone who may not know all the ins and outs of new systems is 'dumb'. from what i've been reading around the 'net, the controllers themselves are going to be extremely expensive, which might lead one who isn't into gaming sites to think it was for a system.

This. At surface level to a consumer the WiiU looks like an attatchment rather than a full-fledged console. If no games utilize 2 gamepads at once, there's no need to put them on the market. It'd just be confusing.

I never said anyone who knew less than me was dumb. I'm just saying that it HAPPENED. The 3DS came out and people, instead of doing proper (or hell, even basic) research on the system, assumed "It's just a DS in 3D" and spent their money on a bunch of 3DS games to put in their DSi. When I was younger and the GBA came out, I didn't try to stuff the GBA carts in my GBC because I knew it was a different system! "Dumb" is a proper term to use. They could even ask the guy at the counter or maybe even take the time to read the box which would say "Wii U GamePad." "Dumb" is a very appropriate word to use for these people.

Yeah I remember a guy said he wouldn't buy his daughter a 3DS and decided to get a DSi XL instead because he said the 3D wasn't for ages below 7 and that all the 3DS was, was a DS in 3D, I was so mad I wanted to tell him off right then and there, but I didn't because I could've been a money issue.

The Game Pad isn't being sold separately because they don't have enough. They want to have as many consoles available for purchase as possible, and then they'll start selling the controllers later, when there are games that support them.

Being that I deal with the general public on a daily basis, Nintendo might be thinking this...but then again, if stores keep the GamePads locked up it wouldn't be an issue with properly trained employees.
That being said though, I think Nintendo needs to get extra GamePads out ASAP, and/or make sure the repair process is fast/smooth. How long will it be before it's dropped, cracked, not functioning and their only resort is to send it off for repairs? If they are making the console around a controller, they need to have a few extra controllers for when accidents happen I think.
