Nikkei reports today that Nintendo is targeting March 2012 for the start of paid download content sales for 3DS. The first game to see paid download content will be the 3DS entry in the Fire Emblem series.
According to the Nikkei report, players will be able to use either prepaid cards or credit card to make purchases. The 3DS firmware was already updated for billing functionality earlier this month.
Third party publishers are also making preparations for paid download content to begin rolling out starting summer 2012.
Nikkei aslo reports that Nintendo is planning on including similar paid download content functionality in the Wii U, which is due for release in 2012.

DLC is more like something extra to add on or increase the games length, for example, extra weapons, armour, maps, enemies etc. Depending on the game, DLC can either be really good, or really awful, Call of Duty springs to mind for bad DLC... milking the game for a year and then... they release a new one.
I'd like to see how Nintendo will do DLC this time around because tbh, I didn't particularly like their efforts on the Wii...
It's Nintendo, guys. I can't imagine them keeping half of the game off e catridge to sell as DLC. The DLC for this game will probably just be extra weapons/soldiers or new missions that aren't even too expensive. I'm sure we'll be able to play the whole game without having to pay extra.
I can't really see Nintendo nickel and diming us to death. Either way, I'm not terribly interested in FE (I'll play the Ambassador title I got first), so I guess this just means we can expect more DLC in the future.

Exactly. I'm actually happy about the news! About time that Nintendo got in on DLC, I'm sure they could do some great things with it!
I don't really like paying for extra content. If they're going to add something big to make games a whole different experience then I'll go and spend my money but if it is just little things that barely offer anything new, I won't even consider (if it's not Super Smash Bros.). But free DLC is always a good thing, I hope we will see that too.

I don't think we have anything to worry about. I don't know if this new DLC will be worthwhile or not but I am sure that Nintendo won't let the rest of the game suffer for it.

Not a dollar per character, a dollar per character EACH TIME. Like you get a Phoenix Down (or whatever the FE equivalent would be) to use between battles for each dollar.

This Gives me hope that the Next Pokemon game will have the other regions at $15 to $20 a pop. (with balancing unlike Gold and Silver)

You guys do know that Nintendo has done DLC before, right? Smash Bros. Brawl allowed you to share custom levels and snapshots, and Nintendo even distributed some on their own.
Pushmo has DLC too, the whole QR code stuff.
Same with Pokemon Rumble Blast.
And Pokedex 3D.
And WarioWare DYI
