I think what Nintendo did with Animal Crossing Pocket Camp is the perfect way to go for a compromise.
Make an offline version, where you can keep or transfer your stuff to and sell it for the people actually interested. We keep our games and the developer gets some revenue for the additional effort.

For not free to play games it would kind of suck paying again, but still better than not having an option at all. Prices are debatable.

I won my second race into the game, but no GP yet (got two 2nd Places there).
So far I only won races on Mute City I, Big Blue and Silence.
It's a shame you basically only ever see other tracks than Mute City or Big Blue in GPs (or Pro Mode, which I haven't played much yet).
