There really is no detail on how communities work, cups included. We will likely have to wait till the first reviews to find out more details, and even then I doubt they'll cover everything.
Actually Nintendo confirmed that you can have special rules and stuff like that....of course that's so vague it could mean anything so we may have to wait for the game's release

I hate being the one looking on the down side, but what if the hacking is as bad as MKW? After a while I got really sick of those players who would get to use infinite stars and throw as many bob-ombs as they wanted. I really hope they find a way to keep that stuff out of this game.
