ok, it looks like a homebrew app, but look at the home screen. Unless the person who made it wanted it to look official, It looks like DSiware, considering that it has a help screen. If this actually goes on the shop though, you can expect some angry e-mails to the company, and to Nintendo for letting this pass.
Also, why is there a credits section? I know a bit of how to code (a bit) and honestly, telling a system to flash a light on over and over is not that hard. If it was more than one guy in his mother's basement that made this, I will be suprised

Turn on you DSi.
Set the brightness to 100%.
Stay in the Menu, which should be clear enough for you to get white light.

Wouldn't that also risk burning in menu text if left on for awhile though? I'm just sayin'...

i thought that only happened to old TVs?

its not like you will use the menu as a light source for more than 1 hour anyway.
