It sounds like he had "full control" of what fighters could be included in the base game, but not so much with the Fighter Pass 1 and 2.
With the base game, I believe he mainly based his choices off of the Smash Ballot, that happened near the end of Smash Wii U's DLC support.

Sakurai said that he didn't have as much input (if almost any) for Fighther's Pass 1 and 2, since Nintendo gave him a "list" of characters, and asked him which characters could be turned into fighters.
Also, we still have 5 fighters to go, so it's not the end of the world (yet), if your most wished for fighter hasn't made it.

@Thundertron55 Like @boxyguy mentioned eariler, an ARMS fighter is just now being put into Smash Ultimate, because Sakurai said that ARMS (along with Xenoblade Chronicles 2) released too late in the development cycle of Smash Ultimate, to consider a fighther from those games, in the base game or Fighter Pass (1) of Smash Ultimate.
Maybe they’ll eventually implement the “full version” of Cloud Saves in New Horizons, but every time you use Cloud Saves, Mr. Resetti will rant at you about using Cloud Saves, just like he did about resetting the game. Using Cloud Saves is like a “more advanced” method of resetting.
Maybe once they implement this “exclusive version“ of Cloud Save Backups (esque) method in New Horizons, hopefully they’ll implement this version of “Cloud Saves” into Splatoon 2, any Pokémon games, and any other games that don’t have Cloud Saves.
Sega said a few months ago at one of their previous financial results meetings, that they going to start going to have more of a multi-platform approach, without having as many platform exclusives, as they have been doing recently, as a result of having lower profits and sales.
I have a few questions regarding the office space move. 1. Why didn’t Nintendo condense their office space before now, if they knew it was “ inconvenient operation efficiency” wise? 2. Do we have a timeframe on when the moving between offices will be completed by? 3. Nintendo’s HQ is in Kyoto. Are both the HQ in Kyoto, and the area in Tokyo both software development areas?
Does the first Yooka-Laylee have a demo as well? Also, I know there were some issues at launch for Yooka-Laylee, like weird camera angles, among other things. Were those issues fixed in an updates? I believe they were, but I might be wrong, though.
@LUIGITORNADO We’ll probably get an update at the end of January when Nintendo has their financial report for the last quarter. That’s when they have had updates on the Mario Movie for the past 2 years. 😀
I'm definitely excited for SNW as well. Is DK confirmed for either US Hollywood or US Orlando? Also, I’m trying to figure out how the Mario Kart ride is going to work. (Is it VR, 4D like Toy Story Mania, or something else?)
