Yes. When it launched I was SO excited to see a good Nintendo Title, but there wasn't any until the month afterwords. It's just so confusing on why they didn't really support it as much as they did the virtual console. But for the ones I do have, I can say they were made well. (Cave Story, Art Style, WarioWare)

In terms of qualty games, not a flop at all. I'm not going to mention the quality games as they've been mentioned already. Sure, it has duds but people would be lying if they claimed that XBLA and PSN don't also have more than their fair share of crappy games too.
Unortunately, from a developer's point of view, a complete flop as many of them saw little to no returns, and severe limits on filesize stopped them making the games they wanted to make. And the blame has to lie with Nintendo for marketing and advertising it badly, not ever offering 'sales' and not having playale demos available for all games from the start as despite there being many superb WiiWare games available there are a lot of consumers who now consider it a poor service and won't use it much.
I would guuess no one — Nintendo included — earned as much as they could have if Wii Ware had been done properly, but I thought there were a lot of great games. And there are still a bunch I would download if my backloggery weren't so overwhelming.
I thought it started of well but failure to update the service with introducing sales or cutting prices of older games and more importantly allowing for bigger games means it was a failure in the end to me, its selection of games over the past few months speak for itself.
I believe the above quote nails the issue with Wiiware right on the head.
When it first came out we were seeing games like LostWinds, World of Goo, and Toki Tori. All of these games were unique in their own ways and were fun games to play through. However, as the months drew on, we not only started seeing droughts, but we were also seeing stories from developers about not only not having enough space to get their game on the service, but having to meet certain qualifications (such as selling at least 6000 copies) before getting anything in return financially.
To me, it felt like Wii wasn't, honestly, built with Wiiware in mind as a service. It felt like Wiiware was meant to be a way to "kinda but not really" compete with PS3 and Xbox 360 with PSN and XBLA, respectively. It was a very nice experiment that may be much more full fleshed out on Wii U.

On the one hand Wiiware has lots of awesome games.
On the other hand it might have been too expensive especially for those who bought lots if stuff for their farms or had their credit card info stolen on another service.
Sort of, there are great games like the two Mega Man games, Bit Trip series, Dr.Mario,Fluidity,Cave Story and many others. But for every one of the good games, there are atleast two bad ones. An example of a terrible WiiWare game is Step Up or Newton Vs. The Horde. WiiWare was not a winner, but not a loser either. It was a nice service that is currently being improved on with the eShops on 3DS and Wii U.
In terms of quality games, it was not a flop. I haven't played most of them, but from the looks of it, WiiWare had a library of dozens of games worth playing. The question is whether it was a sales success. Here, the question is more complicated, thanks to Nintendo's secrecy with digital sales data. What we do know is that many developers sell 5 digit numbers of their games, compared to the six digit numbers on other platforms. From this perspective, Wiiware is at least a disappointment. That said, I'm not sure if it's a flop. The World of Goo team only broke a profit after going WiiWare, Cave Story was popular enough to get DSi and 3DS versions, and Mega Man 9 sold over a quarter million copies its first year on WiiWare. So I'd personally give WiiWare a D or so, but won't F it.
I still download WiiWare regularly.
This year I enjoyed Rush Rush Rally Racing, 5 Spots Party, Driift Mania, Save the Furries and 2 Fast 4 Gnomz, and I'm one of the few who really liked Robox and even Anima: Ark of Sinners a bit. Glad I got them despite bad reviews and talk.
I got back to two of my older games as well, Art Style ORBIENT which I finally mastered, and TORIBASH: VIOLENCE PERFECTED which is still active online and great fun!
WiiWare is king.
Sony,and Xbox are way behind in the online market.

I can't really comment on this since I didn't download any full WiiWare at all. From the few demos I have played, I would say it wasn't a Flop, but it could have been better. And from what I hear about the size restriction, they could ease up on that hopefully with Wii U.
I own a PS1, GBA, GBA SP, Wii (GCN), 360, 3DS, PC (Laptop), Wii U, and PS4.
I used to own a GBC, PS2, and DS Lite
WiiWare was a huge disappointment for me. Not enough games that were actually worth buying. I've only gotten 4 games, and 2 of them (Cave Story, Dr. Mario Online RX) I had/could have gotten anywhere else.
