Buy a 3DS for its somewhat healthy library of games. The Wii U won't have a surplus of AAA games for months to come, plus you'll be waiting even longer just for the console to launch. lol

I think you should get the 3DS. It has a substantial library of games and it's already out. We don't know how expensive the Wii U will be and we don't know how successful it will be. Get the 3DS since you know what you're getting into with that one. I'm saving up for the Wii U myself, but I don't recommend going into that with a limited budget. Besides all that, the 3DS's launch titles are mostly $20 now so you can get a 3DS and one good game for $200.

The Wii U will take time to build up a library. Like I said earlier go with the 3DS for now, and bybthe time the Wii U gets a steady flow of good games, you should get it then.
I'm kinda like you in that I can't really get much money, being a teen and all. What I did is I got a "job" taking care of the trash each week for an elderly person. I'm making $5 bucks a week, and before I knew it, I ended up with a huge bunch of cash. So I recommend you find some sort of income, get the 3DS, and save for the Wii U, since it seems that you'd like both.

Well I was going to make a recommendation, but after looking at the guy's profile I don't see the point now.
Oh well, whatever.
Both systems are a must have for me, but if I had to pick one I would definitely go with the 3DS just because it's already out and Kid Icarus: Uprising is amazing and must not be missed.
Luckily for me though, my scholarship payments have already paid for my new TV and will pay for my Wii U and all its games so I'll have my system with 5+ games at launch.
The 3ds' price isn't unreasonable, so you should probably go with that. And there are still plenty of releases on the way for 3ds, and obviously, there will be a bunch of new games announced in the coming months. Wii U I would suggest buying a bit later. They already set up a small library of games for the wii U, which should be enough to keep focus on both systems.
