Shootanto is just one example. Others include Heavy Metal 2000 and certain episodes of Star Trek Enterprise. Every exception I can think of links to Teenage Mutant Ninja Turtes. That's racist, yo!
Along time ago, I actually had an idea for a platformer where the hero would be a lizard called Fizzle. Sadly it never became a virtual reality.
Now I'm curious. If I can add a playable female lizard to your game, maybe I can help you make it a reality. First I gotta learn how to make games though.
Game designers use animals that alot of people are afraid of. Hence why there are numerous Goombas and Koopas. Terrifying.

It's like, I just love a cowboy
You know
I'm just like, I just, I know, it's bad
But I'm just like
Can I just like, hang off the back of your horse
And can you go a little faster?!
Well, if you look at some real life lizards, some of them are just nasty. Like Alligators, Crocodiles, Komodo Dragons, Horned Toads, ect. So it’s understandable why a lot of people use them as villains.
Most of those are reptiles but not all of them lizards. But yeah, reptiles in general are evil in movies, books, games etc.
Remember Genesis, the devil was is the guise of a snake, that story is thousands of years old. I guess its just part of our culture to make reptiles seem evil.
Can't you see? It's a lizard. It must be our enemy... let's kill it! >:3
Anyways,
Answering the question, I guess it's because a lot of people think of lizards as cold scaly creatures that aren't friendly and have diabolical plans. Just my guess.
Lizards'll impregnate your women if you're not careful.

There can only be one, like in that foreign movie where there could only be one, and in the end there is only one dude left, because that was the point.
