I'm a big fan of Snowpeak Ruins from Twilight Princess. As a dungeon the puzzles are genius and the mansion theming is nothing short of brilliant. Combine that with awesome music and a creative progressions style and you have a gem.
I also love the way Ice is handled in Pokemon Crystal. Pryce's Gym is a pretty fun puzzle, and it does a good job of prepping you for the more difficult Ice Cave.

Yeah, I like Snowpeak Ruins (TP) as well. Especially for the giant mansion aesthetic (a plus for 3D Zelda games in general, is that the dungeons typically feel like natural parts of the game world, instead of just being there because reasons).
I also like the Ice Man stage in Mega Man: Dr. Wily's Revenge. While it's the shortest of the 4 base levels, I find it's also the toughest, and that makes it just that more memorable than the others, IMO.
While I can't remember the actual level name, the first snow level in DKC is cool, because it starts out as a perfectly sunny day, then transitions to light snow, then all out blizzard as you progress through the level, which I thought was cool as a kid.

The level in DKC that RR mentioned. I also thought that was really cool how the winter storm(so to speak) progressed in the level.
Crystal Cave in DKC. This level was frustrating at times thanks to the slick floors and constant rope jumping while trying to avoid Zingers but that was part of the fun. The level design and music was top notch as well.
Fire and Ice Dungeon from Oracle of Seasons. Half Ice dungeon but still counts imo.
I'm also giving a nod to a bunch of snow/ice levels from Mario games like Snow Mountain from 3D Land(too many to list though )
I don't know if you can call this is a snow level but i'll just say it Sherbet's Land.I adore that track so much,it will always have a special place in my heart.

Arcterra from Metroid Prime Hunters is my favorite ice-themed environment. Thanks to its first environmental theme, Arcterra is not just a world that looks cold, it's a world that feels cold. That is very important to accomplish in a series like Metroid where atmosphere plays such a big role in my overall enjoyment. Right now, it almost accomplishes that sense of cold too well. I get so chilled just immersing myself into Arcterra's environments that I usually will avoid its multiplayer maps in the winter. The presentation of Arcterra in the single player fortunately complements its extreme cold with location designs that look more warming. I always felt the best aspect to cold weather is that opportunity to get to a place where I can be warm and cozy. Arcterra has all the right details to make the world feel personal.

I like the SMG 1+2 ones where you can ice skate, so much fun!
I totally forgot about that one--they are great I always really liked the fire+ice ones.
I'd also agree with Snowpeak ruins from Twilight Princess. It has good puzzles, fun characters, and a great motif with the mansion idea (I really like it when Zelda dungeons double as realistic structures not just "mysterious ruins". Same reason I loved the ship in Skyward Sword).
