In other words, outselling a console that failed in Japan doesn't mean suddenly 3rd parties are going to throw money at a console that has a couple of million people, at most, who own the console.
It is the most basic of economic theories - don't spend more money on a product than you can make back in sales. I cannot believe I actually have to explain it.

Here, I will help: A AAA exclusive will cost $50 million to make. Assuming that about 30 per cent of console owners will buy a blockbuster, and assuming that revenue from game development that goes to the publisher is $30 per game, how many consoles need to be in the market for an AAA game to even break even?
