Touhou would be good Franchise to go to due to the devotion of the fan base and how crazy there are. If you want to target any fan base, you would go to Touhou, I personally would want to buy like 4 copies of it for myself lol. Even if they made a reference or two I would buy the dam game even if it sucked.
Yes the standard Touhou game does not seem like a full game but you can always make the games into a bundle. But there are the fighting games of Touhou, and compared to other full fighting games the Touhou fighting games had more overall content.
If Nintendo or any other counsel game company had a Touhou game they would make money just from the people that know about it now. Even if you put one of the charters in a game like….. Let’s say Super Smash Brothers. The Touhou fandon will be all over it and most will be buying it if they have the money to spend money. They would even by the system if they don’t have it. I would stop by personal Boycott of Sony stuff if they would come out with a Touhou game and get a PS4.

I need to play one of those games (no idea where to find em).
However, from what I've seen, they look like perfect cheap console titles for some mindless fun.
They kinda are, but what makes them truly great is the fandon and all the back-story.
No other Franchise would the fans of it make this, It is ALL fan made just someone like me and you. there are 1,000,000's of fan art, so many fan videos, so many remixes of the music.

No offense, dude, but that's like saying Furries would make the next Solatorobo anything more than slightly successful. :/ I've seen it a million times - no matter how rabid the fanbase is, it's never enough to make something a mainstream success. If they did bring it to consoles, it'd have to be low-key, maybe a download-only thing, since they'd never make back the money to promote a retail game. And it'd probably just wind up staying in Japan, since Bullethell games don't sell outside of Japan. It certainly wouldn't sell consoles that much.
If Touhou games were on nintendo consoles, It would be censored heavily.

Touhou is not just bullethell games, its a lot more then just that like Fighting not to mention all the fan made games.. Like if someone slaps Zelda on something people will buy it just because it has Zelda, or like if you slap Halo on something or Mario. Its the same thing with Touhou fans.
The fans are the biggest part of a franchises success.

This is just a Single game, not a console.
But you're talking like that one game would have a significant impact on longterm console sales.
Not really. At least, not in the way you imagine it happening. While Touhou does have a dedicated fan-base, one of those reasons is most likely because (from what I can tell) all of the games are free. Also, as kkslider said, internet popularity =/= reality popularity.
(Also, BTW: handheld would be a better fit for Touhou and current Japanese market trends)

Internet popularity does not mean real life popularity. Ever. Otherwise Phoenix Wright would be selling more than a lot of FPS franchises (if only).
They have there own conventions over in Japan the the Fans have to set up, there is one really big one to. Touhou has both Internet and real life popularity.
The only thing that is bad about it I think is that Touhou is not as widely known in western fandom, it's mostly eastern.
I still say that if a touhou game comes out for a consul the fans of Touhou will go out and buy it and if they don't have the system they will get it. Not saying that it will single handedly win the console war this time around, but that it will help a bit just like all the other popular games out there.
