Sure it may have a fan base but it's still not very large compared to many other games out there
I still say I think it's better if it sticks to PC

In western fandom of touhou it is kinda popular, but over in Japan it is extremely popular, it just all come downs to the Fan's of Touhou most of the time and what they make.

They don't have to go out and make a full Touhou game (I would be very happy) I would like maybe a reference or two in the games, that would be enough for me to get that game.

They're actually not free. They're just widely pirated.

Which means the "fans" aren't going to go buy a console, they might not even buy the game if it's on a console they own.
