That was because Andre got too busy to keep doing Mario Kart. Even before Smash came out he missed a few weeks.

Yes, Andre did get too busy though the last tournament stream (see last minute of video below) does suggest less people playing due to Smash maybe being a reason for them not reappearing (until the May DLC).

Although Iwata said the purpose of the MK8 DLCs was to extend the life of the game ("Our primary objective is to have “Mario Kart 8” played continually by consumers."), they might also partly be a marketing tool to put focus on the Wii U at the time of major new releases. For example, this might be possible:
1. MK8 DLC1 appearing 2-3 weeks before Smash U
2. MK8 DLC2 appearing 2-3 weeks before Splatoon
3. Splatoon DLC appearing 2-3 weeks before some major autumn release, like Zelda
4. And so on...
