We have plenty of licensed games on the VC, it's not impossible. You all seem to think that rights issues will prevent such games from ever being re-released, but just look at all the licensed titles we already have.

LucasArts releasing a Star Wars or Indiana Jones game is like Nintendo releasing a Mario game. The franchise belongs to them so no licensing (i.e. allowing someone else to use the license) has taken place. Whereas TMNT was licensed to Konami.
how is EWJ a licensed series?
It isn't.
Also, one company agreeing to another company to use the license has no bearing on what other companies do. Konami getting Turtles doesn't mean that Capcom will get Disney. Nobody is saying its impossible to get licensed games, just that they are extremely unlikely given the troubles involved to get the licenses.

oh. actually you're right and i was wrong. Sculptured Software developed the games and LucasArts only published them in Europe originally. So they were licensed games back then. Its more like Nintendo being able to freely publish the DKC games because they own the DK license despite Rare developing the games for them. I should imagine the owner of a license has an easier time getting a game featuring one of their own franchises that was developed by another company than a games company who developed a game has aquiring the license again from the owners of the franchise.
All those Star Wars games produced throughout the years; shouldn't be a problem if LucasArts wanted to publish them for VC.
Edgey, Gumshoe, Godot, Sissel, Larry, then Mia, Franziska, Maggie, Kay and Lynne.

Impossible? No. Is it likely to happen? Oh hell no. Nintendo can barely be bothered to release unlicensed games these days, so I highly doubt they'll go through the trouble of getting licensed games on the service. Some more Star Wars and Indiana Jones games from Lucas Arts are a strong possibility, but I wouldn't expect anymore TMNT. I mean, the one and only TMNT game on the service was released 4 frickin' years ago! 4 years ago!
It's really shame too, because I would personally love to see the 2 Sega Genesis X-Men games on VC. Really loved those when I was a kid.

it's one thing if it's a first-party IP, though (like the aforementioned DKC series), and another if it's a third-party one, no matter who did the developing/publishing, lol. i guess LucasArts really wanted to bring the SSW series to VC -- didn't it coincide with something Clone Wars related anyway? i'm wanting to say that movie came out around the same time, but i was soooo not interested in it other than to make some Miis for the contests on the Check Mii Out channel :3

@theblackdragon: So the Star Wars games were released to coincide with Clone Wars? That means Nintendo should approach Disney come the release of Epic Mickey. We could then get (at least) Magical Quest.

TMNT Turtles in Time and TMNT Arcade are both available on the Xbox Live Arcade. So I see no reason why they could not release them on the Virtual Console.
Yeah we really need the arcade Turtles to be released on the VC - and not the NES conversion but the 4 player original (I'd take the SNES conversion of Time, though).
@madgear - Turtles arcade games are great, if you cant be bothered waiting for the VC, maybe get the Gamecube Turtles games, the 2nd and 3rd have the original arcade and Turtles in time (arcade version) included as unlock-ables.
I still think VC arcade is a major disapointment compared to how great it could be.
Yeah I've got the arcade on that Battle Nexus game but they changed the music - it's just not the same without that awesome opening stage music, the boss theme, the "say your prayer's toitles" speech etc. I mean yeah, it is still Turtles arcade and you wouldn't really know if you had the sound turned down, but I'd like the full thing sound and all.
