Dead or Alive 3 or 4 (XBox/XB360), Naruto: Gekitou Ninja Taisen 3 or 4 (GC)are ones that I'd recommend.

Street Fighter 4 is The Best Fighting Game of All Time! You can find it for around $30 USD as well now because Super Street Fighter 4 will see a release by the end of the year. I recommend grabbing a copy of it.

In the case of Street Fighter 4 i'd say hold on until the SSF4 comes out. It will contain a lot of new characters and an extra super special per character. Sure you can get the old one cheap, but from what I've heard the new one will not be full retail price. Maybe somewhere around 40$.
There he goes, Firkraag. One of God's own prototypes. A high-powered mutant of some kind never even considered for mass production. Too weird to live, and too rare to die. - My VGscore

I agree with picking a VC version (special champion would be my recommendation) of Street Fighter II. it's pretty much the baseline for almost every 2-D fighter since. it's basic but deep, and always a good pick.

Well it really depends in my opinion how far you want to go back in time on a fighting game and what consoles you have available. Also if your interested in 2D or 3D fighting games. If you have a Wii there are some great gems on VC, Street Fighter has quite a few games. The Wii also has a few good compilations as in King of Fighters Collection and Samurai Showdown Collection.
If you have a PS2 I highly recommend Soul Calibur 2 and Tekken Tag Tournament ( outstanding gameplay in both ). Another overlooked game is Capcom vs SNK 2 EO which was available for the Cube, PS2 and I think the original XBOX. If you have a 360 or PS3, even though I have not played the game Street Fighter 4 has been well received in reviews and by its fans.
Currently Tatsunoku vs. Capcom will be on store shelves next week and if it is as good as it looks then it will be another awesome game in the long line of Capcom's VS games. I suggest taking whatever people here have stated and then researching these games by reading or watching video reviews. I am sure there is a game or fighting franchise you will grow to love.

Thank you everone! I'm really glad so many people answer'd.I will check out MvC2,Super Street Figher II Turbo HD Remix and TvC in the near future. In the mean time I'll play SC2 and beat the whole Weapon Master!(btw,Nightmare is the cheapest character ever!)
I hear its amazing when the famous purple stuffed worm in flap-jaw space with the tuning fork does a raw blink on hari-kiri rock!!! I NEED SCISSORS!!! 61!!!

It sounds like TvC is going to be beginner friendly. I'm glad because I haven't played many fighting games recently and am getting a bit rusty. It would be fun to start on an accessible new game.
SFII is a classic & is so cheap it is worth having anyway. If you find it hard just adjust the difficulty or play as Chun Li or both!

You should try playing as Talim, if you're good/lucky, you can kill your enemies before they ever get a hit on ya!
And just thought I'd mention: if you do get Super Street Fighter II Turbo, stay away from the classic mode, at least when you're playing the singleplayer. Otherwise you'll be in for a world of hurt, even on the lowest difficulty!O_O Save it for when you get crazy good, man. I honestly never got past the first guy, no matter how hard I tried!...Although I doubt you'd have any other reason to play classic mode, anyways.
Doesn't talk about games.

NOPE! Maxi is the cheapest character in the history of fighting games. if you don't use someone with a long weapon (Kilik is the man, btw) all you have to do is button mash and you have endless combos. when i play with friends, Maxi is banned.
