I'll add a quick comment about the skill level gap: I have absolutely no idea what kind of mix to expect from the NL community - obviously we're not a dedicated Pokéforum so I don't know whether to expect a majority of trainers practicing IV/EV training with competitive strategy, or more 'casual' teams. Obviously EV trainers will trounce casual trainers, which I recognize will be a turn-off to casual players competing if they know categorically that they're going to lose the first round every time. Again, I'm going to play this by ear to learn what to expect, and try to find ways to balance the field for all players (as far as reasonably possible) in future tournaments.
As ever, there's likely to be elasticity and a lack of balance in the first few tourneys. Assuming this thread survives beyond that though, a comfortable (and fun!) middle ground should be achievable.
In this case IV/EV doesn't really make a difference, since the max level is 5 the Iv and EV there will be less of a difference. IMO this tourney tests your tactical skills rather than your strength.
