Play it first, then judge it. Sure the controls don't seem ideal, but you haven't tried them.
Maybe they put some extra effort into it for street fighter. If you would review Iphone games would you consider them to have bad controls before you play the games?
When it comes to Street Fighter I would be very surprised indeed if it controlled well enough for me to reliably pull off special moves and react with the same speed and precision that virtually any other method of control would.
I don't think all iPhone games have bad controls, but the ones that control well aren't game designs shoehorned onto the platform. It's the same with Wii controls: sometimes the game design is inappropriate for the platform's input. I wouldn't play TvC with motion, why would I play SF4 with touch?
I'm not saying you should play it, or that its going to be good. You where talking about crap controls, you could at least be a bit more nuanced without having played the game, but I understand why you are skeptical and I believe everyone should be.
