I doubt it will work with a debit card. (The one on my mobile wouldn't let me which is annoying because my credit card seems to trigger the anti fraud protection thing all the time unless it is Amazon or uses Mastercard Securecode). It was basically unusable without it being removed as well didn't just block sites but stopped certain apps working correctly. (Nothing to do with porn whatsoever).
I've used my debit card for years on the Wii Shop Channel, eShop, PSN, Steam, Amazon, eBay, and basically any other online store I've ever used. I've never once had a problem. Go to your bank and fix it.

My debit cards have worked fine for purchases in the past

and how am i suppose to pay the 30cents? i have never seen prepaid credit cards here in germany. and no not every adult has a credit card.

ehm i have a normal bank card. never heared the term "debit card" before. i prefer to use cash whenever i can...which is 99% of the time
What you have is probably a debit card. Debit cards are only usable if you actually have money in your bank account. A credit card will let you charge a certain amount every month, then you pay at the end of the month, instead of immediate charge.

Ya, you might want to talk to your bank. If you can't use you card, even with the filters off, that means you bank probably knows where you're using it, or expecting you to use it, so they block out everything else. Also, yes to the it's not only about "nasty" sites. Sometimes the browser can be picky about health related questions or whatever else which may step slightly into the realm of nudity or violence, so I just keep it off at all times. I don't want to my computer to get a virus, either, and sometimes it will block the non-verified websites that will not cause any harm.
It's only a 30 cent fee and I think it's a pretty good way for Nintendo to put parental safety nets in place from the start. Nothing to complain about really.

seriously this makes me angry. that is just so incredible stupid.
No. It's actually a smart system, since the only ones who'd have a credit card are mature adults, so unless a kid steals their parent's credit card, it would actually allow the system to work as intended. It's not much of a charge, and Ninty's not profiting from it (that 30 yen probably doesn't even cover the fees they'd have to pay), so I don't think there's much wrong with it.
Or they could buy a prepaid card and use that. Plus it doesn't filter Google image search. So there are ways around it. But aren't parental controls on the 3DS for the browser and all? It's been ages since I last had one, so I'm not sure.
It might just be for that region though...because I honestly don't see something like that flying in the US.
