This seems kind of random? I thought that most people knew that though. (Newer/DSi enhanced games do not work though)
@SuperWiiU interestingly, if you put Pokémon X/Y/ORAS from one region into a separate region 3DS the icon will show up in the language of the 3DS, but it won't let you start because it is from a different region.
I have a Japanese Pokémon Y and this is what happens when I put it in a NA 3DS and try to launch it.

@yokokazuo If I'm not entirely off, I think that's because the HOME Icon and banner for Pokémon are not region-specific (all languages in the game are available across all regions, after all), unlike most other games, who have local titles. The 3DS reads and displays the menu stuff just fine, but when starting the game, the launch data requests a different region for the HOME Menu, blocking the game from starting.

@Kaze_Memaryu the Japanese version is slightly different with the banner since it has the title written in Japanese as Pocket Monsters, but I figured it has to do with the multiple language options in all versions of the game.
I believe I heard that the Louvre 3DS cartridge you can get is region free as well. I don't have it though so I can't test it.

That's because the 3DS and the games are inherently region-free, as we know thanks to some exploits found in several games.

Wow, and Nintendo didn't even announce this with their latest 1.0 update.

Now that I've made my joke, I know there's people who still don't know this. Threads like this come up in forum searches and google searches, someone might come across this very thread and think "wow, cool, I didn't know that!"

So yeah, the more correct information out there the better. We know Nintendo needs all the help getting information out they can get.

@Blathers I believe I read it on Wikipedia or something and I have tested it with my own 3DS and DS games.
If I put in an older DS game into my Japanese 3DS, it will recognize the game and I can play it, but if I put something like my Pokémon White version it then it won't work. And if I use my NA 3DS and put in a game like Fire Emblem: New Mystery of the Emblem or my Japanese White 2 it won't recognize it, older Japanese DS games would work, but I don't have any.

Thanks for the confirmation. I've heard rumors of this rubbish going around for ages, with some people saying they do work and others saying they don't, and multiple sites parroting other sources to confuse the issue more.

If you have personal experience of the cards not working then that's great.
