With the latest 3DS update you can street pass via your own Nintendo Zone that your router can make with ease. Anyone else doing this? Been Street Passing over 100 people every day past two weeks

Like this - although like the article says, turning off your wi-fi encryption is a generally bad idea. Given that the SSID is "attwifi" (presumably standing for AT&T), it might not work outside America. I haven't tried it.
I was under the impression though that the Streetpass data collected by Nintendo Zones was saved "locally" - that is, you'd get the data of the person who passed by the same Nintendo Zone rather than the last NZ passed anywhere. I guess that's not the case.

You'll need to see if your router can support DD-WRT. If it can, you can set this up easily and I have a router 'cron 'job that allows the router to change MAC Address every 2 weeks
Yeah, I've been doing the home based street passes this weekend since the AT&T routers in Starbucks are no longer auto authorizing the 3ds breaking the streetpass relays there unless you work around the issue.. (you have to bring up the web browser and accept the terms and conditions then the relay will work, but useless since no one else likely did the same thing). AT&T needs to fix that.
Basically, the Nintendo servers keep track of the streetpass data by tracking the MAC addresses of the wifi access points. The 3ds sends the mac address along with the streetpass data to the Nintendo servers whenever it sees the SID's it think are AT&T wifi hotspots.
So you can easily set up a streetpass relay in your house by 1... Setting your wifi SID to "attwifi" and 2... spoofing the MAC addy to the a MAC address you know is an AT&T hotspot (or any MAC address you made up that many users are spoofing together to share their streetpasses).
There's a group of "known" MAC addresses being published that you can use to rotate between them and get random streetpasses. You can also set up a private streetpass node to share passes with friends if you want... Just share your Wifi routers MAC addy with your friend and have them spoof it on their end and sit back and streetpass over the internet.
If you want to set up your own relay... You can do so using your router (with 3rd party firmware), creating a virtual wifi lan on your PC (or mobile device) that bridges to the network. It's a bit technical.. But it's possible.
The setup on windows 7/8. Two commands to create a virtual wifi adapter and to turn it on. and another command to spoof the MAC (or use a program/script to cycle through macs).
Also, you do not have to leave the attwifi network SID unencrypted. You can absolutely set a password on the access point to keep others from connecting and the streetpass will still work.. You have to add the attwifi to the 3ds networking setup of course so it knows the password. You do need to remove the password if you try to get spotpass gifts though.
I did it to get all the pink pieces and the 100 tags in one day achievement. Since then, I've gone around to local McD's to get their MAC addresses so I can tag locals from home, but I haven't been abusing it heavily.
