Since the release of Paper Mario: The Origami King for the Nintendo Switch, producer Kensuke Tanabe has been doing the press rounds answering questions about the future of the series and clarifying how much control his team has when it comes to new entries in the Paper Mario series.
While he's made it quite clear there have been certain restrictions in place since the release of Paper Mario: Sticker Star on the 3DS and previously touched on Shigeru Miyamoto's requests - from Paper Mario: Color Splash onwards, the team has apparently had "almost complete control" over the creative direction.
Here's exactly what he had to say in the same recent interview with Eurogamer Germany (once again translated by Nintendo Everything):
“Ever since Paper Mario: Color Splash, we have almost complete control over the creative direction of the game. Mr. Miyamoto checked in on development once or twice, but there were no specific requests to make changes. However, all character designs have to pass a check by our IP team, which is pretty strict. Nonetheless, we were allowed to change the outfits of some Toads in this game.”
Although Miyamoto is no longer really involved, Tanabe adopted his philosophy to develop "innovative and unique" gameplay systems, and this remains his own focus moving forward with the series.
Game director Masahiko Nagaya also reinforced the fact the Paper Mario development team had "complete creative control over the crucial elements of the game" but still has to operate under "strict guidelines" when it comes to character designs:
"It’s a challenge to emphasize the unique aspects of the game while still adhering to the guidelines.”

Then it should be taken away. Paper Mario should go back to its roots. It was once an in depth RPG in the Mario Universe. Now it’s just very easy gameplay tied around good writing. They could easily pump out another one in the same graphics engine with a tighter combat system and more rewarding RPG sub systems.

Seems more in line with what I originally expected. Makes more sense to me that these restrictions and such aren't just the result of a single individual. Nintendo's a large and complex business

I thought it was bland. Most of the elemental powers were old hat. At points, it felt like I was trying to just finish it. I didn't expect any surprises, and, thanks to the trailer, there were very few. The order of events was pretty repetetive, with some variety. The battles became something I wanted to avoid. When it was all over, I felt let down by how much the worlds felt empty and how platonic, devoid of excitement, the whole thing felt overall. I guess the craft characters just reminded me of school, and the helper character felt frumpy. The story could have been more compelling. There were a couple highlights of what felt like compelling story, but knowing how much status quo was at work lowered my expectations and made me notice how much nothing was going on. I got my money's worth, but $40 would have been fairer. I wish I could "unbuy" it, so my non-buy could vote for an rpg treatment instead of what we got, which was meh. Also, lots of pointless warp hubs.
Wow, they were ALLOWED to change the Toads' outfits? Is that the extent of creativity these games can have in regards to the characters now?

Maybe Sakurai will add Paper Mario to Smash Bros. with a move set based mostly off the first 3 games (and maybe it'll finally prove to Nintendo and Intelligent Systems that there's interest in a new old-style PM game)

@MasterGraveheart Oragami King is surprisingly good. I was relucto try it so i used gameflys free trial to rent it. I can honestly say im glad i played it, however i still hope they go back to classis style.

If we're to believe Tanabe it started around 2010-2011 while they were in development with Sticker Star. No M&L was definitely not under as strict of regulations that Paper Mario (apparently is).
Even assuming Dream Team got a free pass, both remakes got to keep their variants and original enemies intact (with a few exceptions such as Bean Kingdom Koopa and Lakitus receiving a redesign to look more like the Mushroom Kingdom versions). Toadsworth and Dr. Toadley also returned unchanged.
The remake for BIS actually got a series of new boss characters that fit the Mario asthetic.
It also doesn't explain why NDCube apparently has more trust than Intelligent System with Super Mario Party having a wider selection of enemies (and major characters to boot) than Origami King which has like 5 new enemies that weren't in Sticker Star. (but Origami and Paper Mache this time!)
I am all for innovation. But you can make something better without making something else. There's clearly a strong call for a Mario RPG. If that isn't Paper Mario anymore, why not release a new Super Mario RPG?

@Snakesglowcaps None of this will taken away. This IP team exists since 2009 when Iwata still was president and continues to this day. Most companies in entertainment have it and Nintendo began to have it for contracted companies as well.

I dunno. When I think of "complete creative control," I don't picture only having the option to dress toads up in slightly different outfits.
I think it's fine if Nintendo corporate wants to reign in the new races that were being invented in the older Paper Mario games, but it still seems insane to me that they can't create original, named characters within established Mario races.
Also I love how Nintendo Life don't pick the entire quote. If you guys are going to pick the translation from Nintendo Everything, at least pick all of it instead of just one sentence from Nagaya. Would also be cool to point out that Tanabe is a Nintendo employee and Nagaya is part of IS to not make confusing.

Yes but WHY has the "IP Team" been putting in these restrictions on character designs since Sticker Star? Why were they allowed free reign in the past? It seems utterly ridiculous that a creative medium should have such restrictions put on their creativity! "They allowed us to put different clothes on the copy and pasted characters". Wow, how generous.
I also wonder if the New Super Mario Bros series has similar restrictions and that's why it can be so bland in general.
Nintendo has a huge install base right now and anything Mario is guaranteed to do huge numbers. Seems like exactly the right time to let their creators go wild and have some fun with things! They seemed to let them do so with Mario Odyssey for some reason.
It's become apparent that Miyamoto's no longer to blame for the new direction Paper Mario's been getting, and I'm glad to hear that. Tanabe's philosophy for Paper Mario is just hurting the series more and more. I really hope that things turn around for the next installment.
Even if the IP team has limits that should not mean they make Sticker Star for the 3rd time (and yes that's what Origami King is, the platforming and combat system while having changes is pretty similar to Sticker Star and Color Splash). I think they were afraid to get more creative but that's what the series needs.

Obviously, this game has not gone down as well as it should have and he seems to be suggesting that if he had more control over the game and was able to change the look of it, it would some how be a better game. It is the mechanic's of the game that has flaws.
Anyway I doubt we will see another Paper Mario for many years.

He blamed Miyamoto for most of the controversial changes to the formula in 2012 (who he also blamed for the lack of King K Rool in DKCR), he blamed Alphadream for Paper Mario not being an RPG in 2016, nothing has changed.
He'll keep blaming people for his decisions on the new Paper Mario game coming out every 4 years until he changes his mind(doubtful) or until he stops working with the series.
He probably sees the Paper Mario series as a new Metroid Prime. He wants to make a game that will finally prove the haters wrong and create the perfect formula for future games.
No matter how this game does it'll beat out Color Splash, but I don't think that's enough for him, he wants one that'll outsell Super and prove that his approach is the right one.

Just finished Origami King. It was a joy to play.
And considering they couldn't create a lot of new characters, there was a lot of creativity in this game. Anyone who actually played the game could see that.

@Toy_Link liking games is subjective. If every Paper Mario was another Thousand year door would that be good? The problem is this, what sort of game is Paper Mario? What category does it fall into? Originally an RPG?
Nintendo want to open up games to a wider audience, RPG is for a selective audience. Look what they have done to their finest strategy game, Fire Emblem, by introducing the Monastery element. For me it has ruined the game, but it is a huge success so we have lost the Fire Emblem we once knew.
Paper Mario needs to go back to its RPG days.

I don't think Miyamoto is the only one enforcing the restrictions, but I really don't think they're self-imposed. Apparently it was a struggle to even get Professor Toad approved, and that was a partner character! With Origami King in particular it really feels like the team was butting against arbitrary restrictions placed on them, because it seems like it took a lot to get the more unique NPCs in.
Do whatever you guys want with paper mario. It can be a visual novel for all I care, but at least make a proper Nintendo rpg for once. We were all teased with Thousand Year Door and then they just sit on their hands and refuse. Why are they so stubborn about just giving the fans what they want?
I'm not even a fan of Advance Wars but I wish they made a new one instead of these new weird Paper Marios.
So here it is - can we stop blaming Miyamoto for Paper Mario? We now have in black and white he has almost nothing to do with the game, and Tanabe is partly to "blame" for whatever everyone doesn't like and more importantly a tightly clenched corporate bureaucracy has griped the Mario brand so hard, it's almost impossible to make a respectable video game with the IP anymore, which is the real source of the problem. Gotta save that IP for maximum theme park and lunch box value!

IP Team focuses on making sure the character designs and character behaviors stays consistent across all video games. They don't care about game mechanics unless if it's something like giving Mario a gun (Oh wait, that was in Kingdom Battle).
Tanabe has always given the credit to abandoning the traditional RPG battle system to him and the team at Intelligent Systems. And that seems fairly consistent with the pre-2011 screenshots of Sticker Star already having a Sticker based battle system, but with partners presumably before Miyamoto stepped in and advised that the game was looking too much like TTYD (with the art style still having the classic PM storybook style and enemies matching their appearance from the older games).
As I said before, the game is bad. A chore to complete until the end for reasons that have been exhausted already by others. 5/10 in my books.

@zool I don't think PM needs to be an RPG. But I think Nintendo should continue having AN Mario RPG, and right now post-AlphaDream they have none. PM hasn't been an RPG for 16 years. It think it's fair that it isn't. But what happens with M&L at this point is what matters to Mario RPG fans.
Though I still feel the TTYD praise is overbaked. Seven Stars was a fantastic RPG. Even TTYD started going off-script from being a "true" RPG. But Seven Stars was made by Square, and AlphaDream at least had some of Square's old team.
The real problem is clearly a brand problem. 16 years ago they could play with the Mario universe and create a unique little world to adventure in. That's what most of us loved about the Maro RPG series'. The ability to explore this little micro adventure deep into Mario's world. But that was before Mario became The Brand. And the company was a video game company back then, not an IP management company. The very thing we liked about Mario RPGs, this weird little inner world of mario, is now a violation of corporate policy. Mario is an extablished world with fixed elements across all products, and those elements are not to be altered unless deliberated upon and established as a new universal corporate standard to roll out for a given year's brand strategy and brand imaging policy.
A game featuring a little world within mario, literally can not exist. It can't comply with modern company policy. I think that's the problem in general. Tanabe may have messed up in a number of areas but he seems frustrated working withe the product at all, because he's ultimately told to make a compelling game, yet every idea he tries to come up with the Branding Department tells him no. He has his 3 dozen assets to work with and he'll make do with them.
@Clyde_Radcliffe Simple: The company itself reorganized since then. After the success of the Wii and DS, and the massive investment money that brought in, it forced the role and nature (and investor control) of the company to shift going after that. Since Iwata's death, the new management has restructured most of the organization, though much of that was started in Iwata's time, and the company's official purpose is now a IP creation and management. If you put that in context: Managing the Mario Brand itself, for maximum value is the core purpose of the company. Not producing the best video games, specifically. Thus, the games can and must be compromised if their design in anyway affects The Brand - which is, itself, the primary product the company's value is based on.
So in that sense it makes sense. Nothing may alter the Mario Brand in anyway, unless it's approved at all levels as a valuable addition to the worth of the brand identity itself.
It's a self defeating corporate bureaucracy, but I see how it works the way it does.

If Miyamoto was really involved Tanabe would be telling stories right now about how Miyamoto said that Peach didn't have to be in the game and Tanabe would ban the color pink Rather than talking about a part of the company that Nintendo, no doubt doesn't want its creators to mention.
There's also a sub-context involved in all of this. Notice, largely, that Intelligent Systems seems to be the most affected, and the most strictly monitored when it comes to these branding issues.
I remember some controversy after Super Paper Mario, and people suggesting that likely played a strong role in the creating of the whole branding department. They took it substantially too far in terms of the story telling (Mario dies, the villain is a vengeful killer who destroys an entire world for his own grief, etc....things that don't really have a place in a Mario game. Much too heavy.) I get the sense Nintendo puts the screws to IS specifically as a reminder that such things are never going to happen again.
People also take Miyamoto's "sticker star doesn't need a story" comment out of context. The same interview mentioned that they did a survey of players after SPM and "less than 1%" surveyed said they found the story interesting.
There seems to be a decade long falling out following Super Paper Mario and probably a mess of internal politics we don't really know about going on.
@Toy_Link Stop spreading misinformation. Tanabe didn't blame Miyamoto at all (that was said by Iwata and Tanabe on Iwata ask, along Kudo), he never said anything about Alpha Dream either in 2016 (Risa Tabata said) and the IP team isn't something he said alone but also by Nagaya, who is the IS director in the game and also confirmed. If those things were untrue, Nintendo would come to public and deconfirm.
@NEStalgia Paper Mario, you're right it doesn't have to be an RPG. And although previous games in the series are still referred to as a console RPG, Nintendo lists Origami King as an adventure game. Which I guess, 50% of it is. The other half is more of a basic puzzle game.
But the elements of a basic RPG are still there to satisfy 😀 the RPG fans, but calling it an adventure game so not to deter the non RPG players.
My favourite Switch game is Mario + Rabbids. It is possible to create a game using Nintendo's corporate Logo in a new way.
In another interview, Tanabe stated that he didn't want to make newer Paper Mario games the way he made the first two, in terms of gameplay. He mentioned of another RPG series featuring Mario, which we all know is Mario & Luigi. There are two problems with what he said.
First off, Paper Mario came first, therefore there really isn't a real reason why Paper Mario should be the one to change when it was the one that was inspired first by Super Mario RPG, as opposed to Mario & Luigi.
Secondly, the Mario & Luigi series is basically on a hiatus until Nintendo decides what they'll do with the series. Until then, the only Mario-based RPG series would have to be Paper Mario, unless you really want to count in the crossover tactical RPG, Mario + Rabbids (which is more of a Rabbids game, for that matter).
Don't get me wrong. The Origami King is a great game, but the Paper Mario team doesn't seem to have a good grasp at what they're doing in comparison to other Nintendo franchises. With Super Mario games, you have the traditional 2D platformers with the current New Super Mario Bros. games and the more innovative 3D platformers with games such as Super Mario Odyssey and Super Mario 3D World. With Zelda, there are generally two different types of games - top-down and 3rd-person.
By having both formats co-exist within a series. it shows that developers can appeal to multiple audiences. I'm aware that the Paper Mario team is much smaller because the other half of Intelligent Systems is working on Fire Emblem, but it doesn't necessarily mean the Paper Mario team can't alternate between styles of gameplay.

Open the Nintendo Everything interview and you'll understand what I mean, considering how Nintendolife cuts the interview.
@Maxz You clearly have no idea how an IP team works. IP team in any company is for external matters, so license for merchandise, for characters in games like Mario+Rabbids which is a product from another company and in this case, a development from a contractor in a game produced and published by Nintendo. Anyone working on a project like this would have guidelines to follow, much like it happens on any other company.
Also, Nintendo EAD is dead for more than 5 years since its merger.
@NEStalgia That's not how it is. Those things didn't began after Iwata died. It began already on him there. The link I posted before says things that are connected with what Tanabe says about how this IP team was created in 2009 after Super Paper Mario to oversee the mario brand on games of the series made by contractors.
Aside from this, the only change that happened since Iwata's death was the merger of the development and production divisions of Nintendo EAD and Nintendo SPD into Nintendo EPD and other divisions inside of Nintendo, which reorganized into 3 main ones. With that said, this happened just a few months after his death so it's obvious that this came from him as a reorganization can't and won't happen fast like this.
@zool Yeah, I find Kingdom Battle interesting. Despite all the Miyamoto hate stemming from PM, I get the feeling that Miyamoto personally drove that one through the branding department as a corporate strategic project despite it not aligning with their criteria. Unlike PM, he was heavily involved in that project as the direct liaison to Ubi Milano.
IS is definitely singled out as the "problem child" to watch, it seems.

I don't think any of what he's saying is a lie, but I also think he might be omitting information. For example is the team so strict that he's allowed to use Snifits, but not Yoshi or Toadette?

As for giving it to Miyamoto, all the interviewed talked about Miyamoto and that was it. It was an Iwata asks so it was revised and so on, so it's pretty clear that there was no false info on there as all of that would have a overseen there. Tanabe, Kudo and other involved also gave their own opinion on the matter there.
And yes, Tanabe said this on 2020 much like Risa said, which is why it's clear to me that this isn't a politic for either of them but Nintendo as a company. i don't know if Mario & luigi will come back or if with it on hiatus now they'll try to make paper mario as rpg again, but that's the situation.
And as far as the IP team, I can't say anything without looking at the guideline, which we probably never will. But considering how open Tanabe has been with info and Nagaya also is, I hope more details surface. I don't think all will be out if it does, considering how much rules probably exists in cases like these, but would be cool to see how it is.

That's why I think remaking either the first Paper Mario or TTYD is a perfect idea, it could "canonize" all the elements introduced in these titles. I think that's what the 3DS remakes did with many Mario & Luigi characters, they even introduced 3 new villains in Bowser Jr's Journey!.

So when IS has 'complete creative control' the best they can create are hole punches and staplers instead of actual characters. My oh my.
(And before anyone says, yes I've played the game which is why the hole punch thing really saddens me because the whole disco thing was quite humourous and would have been doubly so if the great dialogue was attached to a fleshed out character and not an office supply.)

I don't care what anyone says, I love that Nintendo puts restrictions in place. Their games would be terrible and bland and aimless if they allowed every idiotic idea someone had to materialize in a game. Restricting what your IP allows would have saved Sega a lot of trouble. Like they shouldn't have allowed Shadow to have a gun, or in Sonic 06, Sonic shouldn't make out with a human girl. Or maybe it wasn't a good idea to let the devs allow Sonic to get so slow in a level and the Werehog wouldn't have happened.
the only good to come from these interviews is how transparent theyre finally being on the series, and its that they have no idea what they want beyond each game being inconsistent.
such a sad state for the series to be in, its like if 3D mario's future was nothing but 3D world sequels. fun enough games but never reaching the potential we've already seen its capable of

The franchise's path has been clear for a long time - Paper Mario stopped being an RPG well over a decade ago.
Paper Mario returning to its RPG roots is about as likely as Breath of the Wild 2 returning to the Ocarina of Time formula. It's not happening, and the sooner people accept this, the better.

It takes a special kind of guy to be given a free pass and for them to flush it down the toilet.
This guy just needs to stop talking. Each time he defends the game or makes some excuse about why _ feature wasn't included, I have even less interest in trying it for myself. At this point he isn't even being consistent, he's just contradicting himself.
Does this mean they made the game simple intentionally? I love paper mario, but this was an empty shell. I miss thousand foot door and the 64 paper Mario games. I felt really let down by this game.

Switch, much like Wii, is filled with empty purchasers. Consoles just gathering dust like in the late 2000s. They'll muck it up next gen, just like they did with Wii U.

"I didn't like the game, therefore I think -without evidence - that most people who bought the game didn't play much of it" is sure an interesting way to cope with the game's success.
