Not sure, but Solomon's Key and Magician Lord are absolutely worthy contenders, far harder than the ones you mentioned. The SNK fighters that only give you 3 continues can be real beasts too, typically having a final boss who's hard enough to beat WITH the opportunity for credit feeding.
In no way Super Mario RPG, because it's an easy, very beatable game.
Super Mario Bros.: The Lost Levels is a better contestant for being the hardest VC game, since it's definately one of the hardest platformers next to Milon's Secret Castle (NES) out there.
Solomon's Key (NES) provides unlimited continues, which makes the game very easy. I love it though, and have beaten it. Some stages provide some puzzling elements and good skills, but it's not an overly frustrating game since you can always start the game from the last stage you reached.
Some of the hardest games are the many different hardcore shmups like R-Type (TG) and Uridium (C64).
To beat F-Zero X (N64) perfectly (getting all 300 trophies) you have to know all the machines by heart and need to spend more than 100 hours, so this is one great but very long and challenging racing game.
My personal vote for the hardest game goes to Super Probotector (SNES) and Super Ghouls'n Ghosts (SNES).
@SKTTR, Nah, not Super Probotector, I had a much harder time with SMB:Lost levels. SMRPG shouldnt even be a contestant in this thread, its very beatable. My personal vote goes to C64's Mayhem in Monsterland. I first played the game on its release, there are only 5 levels, yet I have never been to level 5!! Thats the hardest game I have downloaded.
The hardest two I own are SMB: The Lost Levels and Zelda II. My experience is pretty limited though. I don't think I'd really want to mess with anything harder. They're tough enough!

Zelda 2 was so different I've never really given it a chance, as for tough SNK games Samurai Showdown 2 is way more difficult than any 2D fighter I have ever played.

@SKTTR: RE: Solomon's Key -- i guess the EU version is different, then. The US version it's press Up, A and B at the same time. And it was notoriously finicky, at least when playing the original cart.
Huh, the PAL Solomon's Key actually has unlimited continues off the bat? That's... idiotic. Not only does it kill the purpose of the fairies, which were a very important part of the level design in the original, but the game doesn't revolve around figuring out solutions to the levels, but developing strategies that allow you to beat levels without having to do something dangerous that could kill you, as you need to preserve your lives. Adding infinite continues ruins the entire game. Any idiot could beat the game given the opportunity to keep on trucking at a level until it falls, it's not like they're complex puzzles or anything, that's not what the game is about. The beauty of the game lies in the design as a whole, not each level taken as it's own separate entity.

IMHO i believe that Metal Slug 2 is very hard especially because of the slowdown parts in it and it frustrates me alot so now i never play that game anymore but other titles i'd have to say.....Super Mario Bros 2 The Lost Levels very hard but also another one would be Final Soldier if you want a very difficult shooter to ever play play that and MUSHA OMG MUSHA HAUNTS MY DREAMS SOMETIMES CAN'T GET PAST LEVEL 4 CAUSE IT GETS WAY TOO HARD >.<!

Trying to get Mighty Bomb Jack appear in Solomon's Key is still damn hard - since you aren't allowed to lose any lives in the first 16 or so stages.
Well, Solomon's Key would be bad-ass HARD if it weren't for the easy EU version or the cheat in the NA version. I don't think infinite continues does the game any harm, in fact it helps making it more comfortable and less stressy. Players can still beat the stages how they want. Unlimited continues just give you the opportunity to find all hidden stuff and taking your time to flesh out strategies for some pretty puzzling stages. Without it, the game would be frustratingly unforgiving.
Anyway, find the Mighty Bomb Jack cameo! That's the real goal in Solomon's Key - the biggest challenge. You can't cheat it in either version.
