Is it an actual CHR file? Under the FILE MANAGEMENT portion, click RENAME (not for actual renaming, but to see if the file exists), and click the CHR button at the bottom. A list of compatible CHR files will appear (which can be used for either background or sprites). If it is not in there, then it may be a different type, like GRP (which can't be used for sprites).
