Aren't the WiiWare ArtStyle games only 600 points? Cubello, Orbient, and Rotohex are all solid titles... although kind of "artsy". I think the Bit.Trip recommendations are probably a better choice, but it's a close call.
If you are considering Star Tropics, you might look at the sequel. I didn't find the original held up to the nostalgia when playing through it again.
Also, Blaster Master deserves a mention because it's pretty awesome.
