You can put one of your opponent's Pokémon to sleep. It must awaken again before you can put it or another one to sleep. Your opponent putting one of their own Pokémon to sleep is not a violation of the sleep clause.
Weather moves and abilities are all fine. Only thing that isn't fine is a combination of Swift Swim and Drizzle. Drizzle creates permanent rain storm, which grants Swift Swimmers a permanent and massive speed boost,
