And you (or the writer?) are a little late to the party. Not only are there like 4 official Pokemon apps on the AppStore (and even more on older Japanese phones), the Pokemon TCG online game is also available for free on PC.
Anyway, great news, that means I won't have to visit my nerd friends or boot up my computer to play
To be fair, this is the Pokemon TCG game, which isn't something industry-changing as much as it is a mindless distraction. To be perfectly honest, I wish other card games had a digital version. That way, a lot of older TCGs can make a comeback (like Chaotic, which is still one of my favorite TCGs to this day).
The way they are putting it, it seems like a new game that never been on any other platform. Looks to me it's the same TCG online they have for PC and Mac for years. Just expanded to another device that is easier to update with new contents.

Is it Nintendo or GameFreak? Because GF has already made apps for Apple before. Wasn't it because of something about GF still having majority of their stocks as opposed to Nintendo.

Not surprised, GameFreak has done a fair amount of non-Nintendo platform content. One of the most obvious situations was of course soundtracks being available on iTunes (all main series games except the GB versions of RBY, instead it's FRLG). Nintendo of course have never done that and probably never will (it's one thing that made Club Nintendo rewards so special).
I don't have a problem as it's already happened for PC/Mac so nothing really new there.
