Is it the awesome graphics, gripping story, gameplay or something else? What do you value the most?
Personally, while everything else has to click like story and gameplay as well what I look to the most is replayability. If it's an RPG it should most definately have a new game+ mode or a load of customizable options to make my second outing just as enjoyable as the first. Being able to pick up the game and play again for countless hours months down the line is pretty important no matter the genre. One example of this would be Disgaea DS.

Good gameplay and good music are the most important things for me, an good example of an game which do both thing good is Sonic Rush, good gameplay and music that makes the game even more fun.
Gameplay, absolutely no question; what's the point in having a game that has state of the art graphics if it isn't fun to play? As for plot, occasionally I will play a game where I care about the plot and get drawn into the world of the game (the most recent notable example being Bully) but most of the time I just skip intros and cut scenes as I just want to get on with the game, if I wanted a cinematic experience I'd watch a film!
I couldn't pick out a single factor, but gameplay and intuitive controls are why we all started playing in the first place, and it helps if it's fun and challenging too. Also, the sounds and atmosphere of a game suspend my disbelief way more than graphics ever could. It's about immersion for me, stepping outside one self like I would a good book or film.

I agree with with Protoman's 2nd list but my list is a little different.
1. Playability (if the game actually works or not) 2. Gameplay 3. Replay value 4. Controls 5. Music 6. Online (not necessary for a non-360 gamer, but it's always nice to have) 7. Innovation (if the game is fun, I don't give a crap on how innovative it is) 8. Story (I don't care about one, but again, it's just nice to have) 9. Graphics

For me it would be how quickly it grabs my attention.
Now some people think Resident Evil 4 is a great game. I just couldn't get into it at all when I tryed it. I wandered about for a bit but it failed to get my attention. I turned it off after about 15 minutes and never played it again.
Super Paper Mario is also another game that failed to keep my attention. I was bored stiff just from watching the opening sequence alone that by the time I could actually play the game, I was ready to save and turn the game off. What did me in was the utterly boring space zone - wandering through bland featureless mazes with barely any enemies with no clue where to go is not my idea of a good time. N64 Paper Mario is still the best of the three Paper Mario games by far.
Edgey, Gumshoe, Godot, Sissel, Larry, then Mia, Franziska, Maggie, Kay and Lynne.
I'm throwing my money at the screen but nothing happens!
