I don't think overrated is the word. I see her as being overused in the games she's made a playable appearance in. Also, if you played Galaxy, you'd see she's not a shallow character. She has a dark backstory and every other Mario character barely has any kind of story like her.
Another thing is that many female Nintendo characters aren't playable (until recently). You could say "Why add Rosalina? Can't you just use Pauline or Dixie Kong?" The main thing is they either tend to be lesser than the secondary character (Diddy > Dixie) or they only appear in a side Mario series (Pauline in Mario VS DK, and she's no longer a main character). Rosalina on the other hand appeared in the Main Mario series, in this case Galaxy, and she was a main part of the story. This gives her a bigger chance than any other character to appear again in another Mario game.
Do I think she's overrated? No. Do I think she's overused because of her popularity? Yes, and I like it.

Fair enough. To be honest, I said that out of pure ignorance because I completely skipped all the backstory in Galaxy. Just assumed it'd be crap.
My thoughts are, while I'll admit she's overrated in Mario Kart 8, I actually prefer her to Peach and Daisy. She never gets kidnapped in the game she debuted in (I think, since I haven't finished Galaxy)
Lololol I can see them sitting in a brainstorming meeting at Nintendo: "So, who's going to kidnap her?"
Rosalina is my favorite princess in the Mario series, and has become one of my favorite Mario characters overall, second to Mario really. What motivated me to beat Super Mario 3D World a couple of weeks ago was to get Rosalina unlocked. Rosalina, since she's been added in as a racer, has been one of my main drivers in the Mario Kart Series. She'll likely be one of my favorites in Smash 4 as well. I'm kind of hoping she gets her own title in the future, like Captain Toad, Princess Peach and Luigi, where she faces off against the Shroobs or Tatanga in a 3D action adventure.

I wouldn't call her overrated as she is a popular character but I do think she has the princess version of Luigi syndrome as in fans seem to overcompensate for her not being the main female protagonist. You can tell by how it seems hard for some Rosalina fans to not bring up Peach comparisons in (for example) their Smash reveal articles. If it weren't for this, I'd probably like her (and Luigi) much more but as things are, I don't mind her.

As far as Mrio characters go, I think she's actually one of the better ones.
Luigi's my favourite, though. He feels like the most sincere Mario character to me.
