Dalmatians 3 for PS2 might be... It's so bad it's hilarious! And for movies... Foodfight is so bad it might even go past being so bad it's good back into the bad zone again.

For games, Deadly Premonition fits, I think. Sonic '06 can be fun...to a point anyway. I also remember Spider-Man 3 being up there too.
For movies? The Room, Troll 2 (to a point), and MAYBE Zardoz...though I'd say Zardoz's trailer found on YouTube is far better, since you don't have to wade through all of the boring parts (the majority of the movie).
Graphics come after gameplay. Every time. It takes more than being pretty to be a good game.
I remember a hilarious games that my friends hated was called 12 Days of Christmas, it was SO bad that it was amazing after awhile, never laughed so hard at a bad game.
And I'm sorry Twilight fans, but the only reason I ever watched those movies was to make hilarious commentary with my friends, that last movie was so absurd I couldn't help but ball on the floor laughing at the finale.

For movies, it'd be the Twilight movies, the Nic Cage Ghost Rider movies, The Room, Troll 2, Birdemic, Foodfight, any fighting game movie adaptation, and anything that airs on Syfy (especially Sharknado)

This game looks pretty good for it's time, but the play control is awful and the difficulty is ridiculous, but it's designed to eat quaters and let you continue exactly where you left off, so technically the only challenge is pressing start to continue...or the number of quarters you are willing to spend.
There are a few "power ups" that let your wizard character transform into alternate forms like a ninja or lizard man, but they are scant and only last until you take a hit or two from one of the games' many many cheap enemies or hazards. Later levels have looping areas that require you to find a pattern, enemies you can't avoid getting hit by, and from very early on there are traps and moving platform sections that will leave you cursing.
So what makes it "so bad it's good"?
Well...the world is actually kind of weird and imaginative. There is a villain who looks like Mandrake the magician claiming to be a god and taunting you in horribly translated engrish to add some laughs. The shape changing power ups are actually kind of awesome for the brief amount of time you get to use them, and the levels, aside from those looping pattern areas, are mercifully short and varied.
What motivates you to keep playing is that you want to see how this blue costumed wizard makes it through this oddly intriguing H.P. Lovecraft-ish world and destroy the cosmic horror to regain the sacred magic books or whatever the hell the MacGuffin is...Oh and the ending is pretty mediocre.
Movie "Child's Play" series
Yeah, the "Chucky" movies. They're stupid and full of plot holes and over the top moments...but it's just some stupid fun. Brad Dourf and Jennifer Tilly add just the right amount of humor and creepy to the voice-overs, and the effects and stunts tend to generally work pretty well. I think these movies fall between "So bad it's good" and "Guilty pleasure" for me.

lol, the priciple of things that are so bad that they're good is getting a good laugh, no more, no less(there are exceptions)
everyone knows natural unplanned comedy is the most pure and amazing high tier type of comedy.

Ya! Maybe it's "bad" from a technical perspective, as in the acting, writing, and special effects are poor, but it's still very fun and entertaining to watch!
Personally though I can't stand films that try to be bad in an attempt to get laughs. It's much more enjoyable for me when it's obvious the actors and everyone involved in the production believes they are making a good film, when in reality it is laughably awful.
