They're most likely a species of fungi. I'll have to do a little bit more research before I make that assumption though.
EDIT: That "bean-like" mass of pure evil is most likely a species of fungus, but that's just a hypothesis. The web-like pattern on "the bean" is simlar to the way many species of fungi form.
DOUBLY EDIT: I wouldn't let your dog eat them, many species of fungi are lethal if consumed.

There's this gross fungus that looks like tomato sauce on old tree stumps in the park down the street here lately. I walk past it every day while walking the dog and it just grosses me out each time I see it.
@Toon link: That is really wierd. I saw those possibly around 2 decades ago and I was just trying to think what they looked like, besides the orange hangy things. The wierd part is that I was just thinking about that earlier today. Quite a coincidence huh? o.O

edit: I don't think i saw this article until after the fact either.
By the way...I just thought it was supposed to grow those things. It looks like those thing fit in a groove on that nut like thing.
