that means, that most of the time your progress is saved on the card so that your progress is saved after resetting. I bought a game off ebay and the save file of the former owner was still on the card.

If you can't answer your question from that then yes, you are dumb. If your Ben 10 save file is on your Ben 10 game card, how could resetting your 3DS affect it?

I think there are a few exceptions. IIRC, Monster Hunter Generations and Fantasy Life game progress is saved to the SD card, and so data will be lost if the 3DS is reset. There's probably a few other games that save data to SD card as well.
But for the vast majority of games, data is saved on the game card and won't be lost if a 3DS is reset.
