I see a pattern here: a city track in every cup... There are 11 so far in Tour, maybe soon we will have a new and final course in Tour. Also: a "new Tour" track in every wave... Ninja Hideaway in W1, Sky-High Sundae (they will add it to the next tour in MKT). We are missing Merry Mountain (maybe in W3 for Holidays?). Hope we can have 3 new tracks too.
