Cursed Mountain isn't what I would call "scary" though it does have great atmosphere and tells a good, well-acted tale. For the price you're talking it's well worth it, though it's something you'll probably play once and sell on (much like Silent Hill, I suspect).
Ju On scares the pants off me -- I wouldn't even play that during the day with the shades open! Still, that's more of a "made you jump!" game and isn't really much of a game. It does build atmosphere nicely, it's just that they don't have as many scares as they could.
I read that Ju On was absolutely catastrophic gameplay-wise.

Well, it's not really a game in the sense that the other ones are and the box itself calls it a "fright simulator." It's really just something to play with for some frights -- no real depth at all. Good for parties and such; I certainly wouldn't spend a lot on it!
