Isn't 90% of Western NES games already out? I assume that they'll get the last 10 out of the way (original games not licensed).
91 NES VC games released in North America (I can only think of 2 games available in PAL and not in NA: Devil World and Smash Ping Pong, so 93 games), out of around 800 NES games. People have counted 776 NTSC NES games, and I think there were around 20-25 "PAL-exclusive" games (though only a couple of those were true exclusives: not on Famicom/FDS).
But how many non-licensed NES games that were originally released in the West are left?

Thats fifteen NES games Capcom could release that wouldn't be imports from Japan. A few less if they would rather not release ports of arcade games even if they have yet to release the arcade game on VCA.
Snow Bros. was originally made by Toaplan so I'm not sure if that'll get a release or not (there's a small chance that it could see a VCA release but that depends on who owns the rights to the game now.)

Snow Bros. was licensed from dead developer Toaplan. I imagine part of the reason the NES cart (and the rarer Japanese MD version) are so expensive is because they are very unlikely to be rereleased, as after Toaplan died, the staff split off into like four companies. Also, Zero Wing (though that game was obscure until All Your Base was created about a decade after the game was released). Maybe there's a chance of Data East's similar games Tumble Pop and Joe & Mac Returns appearing.

Most of these I can see getting released, but a few I disagree with:
1942: I don't think Capcom would want to waste their time with an inferior version on the Virtual Console, considering that we already have the VC Arcade version up for grabs.
Bionic Commando: Back in August, 2008, a staff from Capcom said the game would not see a VC release. Based off that, I don't think we'll see this anytime soon.
Strider: This one could happen, but I wouldn't be surprise if we got the superior Mega Drive version instead, especially since the game is PEGI rated, which at this rate if the game is ever released, is more likely.
So I think it's about twelve games left from Capcom's catalog.

I'd rather see some more activity on TurboGrafx CD and VC Arcade. I'm not concerned about NES. I was surprised we got Faxanadu. All that's left really is Wizards and Warriors, Wizards and Warriors II, Shadowgate, Deja Vu, Base Wars, Metal Gear, Metal Storm, and Solar Jetman. I'm not sure NES fans will see them on the VC, because I don't know if any of those games were big sellers, except for Wizards and Warriors.

The Wizards and Warriors series was made by Rare, and I think Solar Jetman was as well, so those won't come.

Isn't Toaplan the guys who made Hellfire? I doubt it from what I heard from MickeyMac about them being different devs now (one being CAVE).

Yep they split up into four different companies. Not sure who owns the rights to any of their games though but it could be one of the four.

How can you say the NES is being neglected when it still has the largest library of titles on VC? The Master System, N64, VCA and Commodore 64 are all still far more neglected than the NES has been on the service.
