That happened to me too originally. Its not very clear on when it should be performed despite it telling you what to do three times.
After that, I've only managed to perform the fireball motion once. I can do it all the time in Street Fighter games but I seem to be having problems with it here. I think it doesn't register it properly if you press left + A at the same time like you would in Street Fighter.

I've never been able to finish this game. No matter how many times I play it I always seem to lose interest. Well, except for last time, when I finally got past Atma Weapon, my game was somehow erased.
FF2/4 is incredible, Rensch. It starts pretty darn slowly, but things pick up once you get a full party. I highly recommend it. That said I haven't played FF3/6 yet, so I don't really know how they compare.
Yeah it looks pretty quality. FF2 SNES really shows its age in a lot of places (mostly UI and repeating tilesets), but it's still one of the most enjoyable RPGs I've ever played. FF3 SNES looks like it fixed FF2's problems. :3
