I feel like one of the things the 3DS is sorely missing is a rumble feature. Things like Smash really are taken to the next level with rumble in the controller, so it's easy to miss.
What would you think if Nintendo implemented this feature next gen?

I feel like having rumble on a handheld would make it more difficult to see the screen clearly. I know the Wii U Gamepad has rumble, but I never use off-TV mode so I'm not sure how well that works with the screen. Wouldn't it cause the screen to vibrate slightly? I think I would find that distracting.

Well not really. Usually it's mostly the battery and screen that limit the lifespan. The internal components work just fine. Old candybar phones implemented rumble and lasted forever.

Probably not. I mean, smart phones do have a bit of rumble, but it is more of a core feature for phones than something like the 3DS. It would be going off constantly when you play a game, which would burn the battery really fast.
The DS Phat and Lite have a rumble pack that you plug into the GBA ports, and it actually felt a lot like a phone rumble, but it basically burned through the battery within half the time.
I'm convinced that a 3DS would use the rumble feature more for games than a phone would, but it isn't nearly as useful.

Aw, people. I was just thinking about this feature the other day while playing Smash 3DS, and I think it would be nice to have. Of course, you can switch the function off, just like the GamePad.
