at least for the mid west area. my 3ds flashed blue so i went straight to the system up page. and after about the longest 2 mins of my life the update bar started moving. im at like 3% now.
Got new update and it gave me the 3D camera and this app called nintendo zone viewer but the e-shop is still (btw I'm new so I know like nothing bout how this kinda stuff works)
